Nein, die OSM-Daten sind ODbL-Lizensiert. Die Kartenkacheln von tile.openstreetmap.org sind CC-BY-SA 2.0 lizensiert.

PostGIS ist eine Geo-Extension der Postgres-Datenbank. Auch die OSM-Infrastruktur verwendet als Datenspeicher standardmäßig eine PostGIS-aktivierte Postgres-Datenbank. (edit: siehe Nakaner)

Für deine Zwecke sehe ich aber eine eigene OSM-Infrastruktur auch als Overkill an.

Du willst ja nur irgendwelche eigene Daten anzeigen und mit mehreren Leuten bearbeiten. Dafür gibts z.B. cartaro http://cartaro.org/ .

Ich kenne den Scope deiner BA jetzt nicht, aber gehört da nicht sowieso ein Überblick über bestehende Systeme zu, oder wäre das mehr was für eine MA?
